THE United States has agreed to fund an early engineering study for a proposed green ammonia plant in Laayoune, in Moroccan-controlled Western Sahara, advancing a development that could produce up to 560,000 tonnes annually if it secures financing and reaches a final investment decision.
The agreement is commercially important but does not amount to US financing or approval of the full plant. It places a US government agency and American engineering companies behind the project’s preliminary technical development in a territory whose status remains internationally disputed.
US grant covers early design
Bloomberg reported that the US Trade and Development Agency had signed an agreement with Moroccan-based joint venture ORNX Laayoune 1 SASU to fund an early-stage engineering study.
The grant is valued at $5.7m, according to Bloomberg, while the wider project could require an estimated investment of about $4.5bn.
A consortium led by Kellogg Brown & Root, with GE Vernova, Electric Hydrogen and Terabase, will examine electrolyser technology, power-supply options, industrial configuration, financial projections and potential business models.
If built and brought into operation, the facility could produce up to 560,000 tonnes of ammonia each year. ORNX chief executive Peter Gish said the funding would help move the development towards full engineering, financing and a final investment decision, confirming that the plant remains at an early planning stage.
Morocco expands hydrogen strategy
The ORNX consortium was selected under Morocco’s national green hydrogen investment programme. Its members include US company Ortus, Spain’s Acciona and Germany’s Nordex.
The development forms part of Rabat’s effort to attract large renewable-energy and hydrogen projects to territories it administers in the south. Morocco hopes such investments will support green ammonia, synthetic fuels and other low-carbon industrial products.
The project still faces the financing gaps, uncertain buyers and major infrastructure requirements that have prevented many African green hydrogen developments from moving beyond planning. Large ammonia plants require extensive renewable power, water, transport links and dependable customers before lenders commit construction capital.
These challenges have become a central issue for Africa’s emerging green hydrogen industry, where ambitious proposals often struggle to secure buyers and reach financial close.
Territorial dispute adds political weight
Laayoune is in the part of Western Sahara administered by Morocco, which describes the territory as its southern provinces. The UN continues to regard Western Sahara as a Non-Self-Governing Territory, while the Polisario Front seeks an independent Sahrawi state.
Washington recognises Moroccan sovereignty over Western Sahara and supports Rabat’s autonomy proposal as the basis for resolving the dispute.
That position is not universally accepted. The UN-led political process has not produced a final settlement, and the territory’s status continues to shape relations between Morocco, Algeria and governments across Africa.
For Rabat, securing major foreign investment in Laayoune would strengthen the economic integration of Western Sahara into Morocco. For the project’s international partners, however, the disputed location may create political, legal and reputational considerations.
Recent diplomatic shifts, including Ghana’s move away from the Polisario Front, have strengthened Morocco’s position while leaving the broader sovereignty dispute unresolved.
Financing remains decisive
The study will determine whether the proposed plant is technically workable and commercially financeable. It does not guarantee construction, confirmed customers or lender support.
The next steps will include completion of preliminary engineering, more detailed design work, agreements with potential buyers, construction financing and a final investment decision.
Until those milestones are reached, the development should be described as a proposed project rather than an approved or operational ammonia facility.
