THE United States and Somalia have formalised a memorandum of understanding (MoU) aimed at augmenting the operational capabilities of the Somali army. This significant agreement underscores efforts to bolster security and combat terrorism in the region.
The MoU, sealed by Somali Defence Minister Abdulkadir Mohamed Nur and the US charge d’affaires in Mogadishu, marks a pivotal moment in the partnership between the two nations. Senior officials from both sides, including Somali President Hassan Sheikh Mohamud and US Assistant Secretary of State for African Affairs Molly Phee, graced the signing ceremony held in the capital city of Mogadishu.
The agreement entails the construction of five ‘well-equipped’ military bases to fortify the national army’s commando force, famously known as the Danab Brigade, as reported by state media. The Danab Brigade, comprising elite forces, has been at the forefront of the relentless battle against the al-Qaeda-affiliated terrorist group, al-Shabaab, ever since President Mohamud declared an ‘all-out war’ against the extremist organisation following his re-election in May 2022.
Amidst the signing, Assistant Secretary of State Molly Phee’s visit to Somalia also included discussions with President Mohamud. This comes against the backdrop of escalating tensions between Somalia and Ethiopia over the latter’s Red Sea access deal with the breakaway region of Somaliland. Somalia has vehemently opposed the agreement, labelling it as ‘illegitimate’ due to its execution without the central government’s consent.
Prior to her visit to Somalia, Phee engaged in talks with Ethiopian Prime Minister Abiy Ahmed to deliberate on regional and multilateral issues, emphasising diplomatic efforts to address complex challenges.
The signing of the MoU between the US and Somalia signals a concerted effort to bolster Somalia’s defence capabilities and combat terrorism, particularly in the face of the ongoing threat posed by al-Shabaab. This agreement underscores the importance of international cooperation in fostering stability and security in the region amidst geopolitical tensions.
