UN Secretary-General António Guterres has renewed his call for Africa to play a decisive role in shaping global decisions, telling leaders at the Ninth Tokyo International Conference on African Development (TICAD 9) that the continent’s resources and youth offer unmatched potential.
‘With the world’s youngest population, abundant natural resources, and a vibrant entrepreneurial spirit, Africa is poised for progress,’ Guterres said at the gathering in Yokohama, Japan, themed Co-Create Innovative Solutions with Africa.
Reform global governance
Guterres pressed for long-delayed reform of international institutions, starting with the UN Security Council, where Africa still has no permanent seat. He insisted that global governance must reflect today’s realities.
Fix unfair financial system
Calling the current financial order ‘unjust and unfair’, he demanded sweeping reforms, including debt relief and changes to give African nations equitable representation in decision-making.
Unlock value chains and clean energy
Despite vast mineral wealth, Africa attracts just two per cent of global renewable energy investment, while 600 million people still lack electricity. Guterres said host countries must benefit first from their resources and strengthen local value chains.
Invest in technology, youth and women
The UN chief urged investment in AI, digital infrastructure and STEM education, noting Japan’s role in closing Africa’s digital divide. He also called for full participation of women and young people across economies and politics.
Peace as foundation of growth
Linking prosperity to peace, Guterres stressed the need to silence conflicts, reinforce social cohesion, and build stability to attract investment. ‘Sustainable development requires sustainable peace,’ he said.
