Uganda lists 21 African nations whose citizens can enter visa-free under existing visa-abolition agreements

UGANDA’S current immigration guidance lists 21 African countries whose citizens can enter the country without visas under existing visa-abolition agreements, offering eligible travellers easier access for tourism, business visits and family travel.

The official guidance reflects standing entry arrangements rather than evidence that Uganda introduced 21 new waivers in 2026. It nevertheless provides a useful reference for African travellers planning journeys to the East African country.

Who qualifies for visa-free entry?

The eligible African countries are Botswana, Burundi, Comoros, the Democratic Republic of Congo, Eritrea, The Gambia, Ghana, Kenya, Lesotho, Madagascar, Malawi, Mauritius, Mozambique, Rwanda, Seychelles, Sierra Leone, South Sudan, Eswatini, Tanzania, Zambia and Zimbabwe.

Uganda’s National Citizenship and Immigration Control says nationals of countries covered by visa-abolition agreements do not require a visa to travel to Uganda. The official portal uses the former name Swaziland for Eswatini and lists Tanzania as the United Republic of Tanzania.

The guidance also covers eligible holders of Conventional Travel Documents. A traveller using such a document may qualify for visa-free admission when their nationality appears on Uganda’s exemption list.

East African travel is simpler

Uganda’s arrangements are especially significant within East Africa, where governments have taken steps to ease cross-border movement. Citizens of Uganda, Kenya and Rwanda can travel among the three countries using national identity cards under the Inter-State Pass arrangement, without paying visa charges.

That system forms part of a wider regional push towards freer movement. Africa Briefing has previously examined Kenya and Rwanda’s approach to visa-free African travel Uganda’s visa-waiver agreement with Mozambique.

Other travellers still need visas

Travellers whose countries are not covered by an exemption may need to apply online for the appropriate Ugandan visa before departure. The standard single-entry tourist visa costs $50 and can cover tourism, medical treatment, family visits and other approved short-term purposes.

Applicants may be required to submit a passport valid for at least six months, a recent photograph, travel plans and supporting documents. Different rules and fees apply to transit, multiple-entry, diplomatic and East African tourist visas.

Why the policy matters

Visa restrictions remain a major obstacle to movement within Africa, increasing costs for tourists, entrepreneurs and families. Uganda’s exemption list shows how bilateral and regional agreements can reduce those barriers without removing routine immigration and security checks.

The debate has gained prominence as campaigners press governments to expand reciprocal access. Ghanaian journalist Ras Mubarak’s 39-country road journey promoting visa-free African travel helped draw attention to the practical difficulties citizens face at borders.

The exemptions may support Uganda’s tourism industry and deepen commercial links with participating states. However, visa-free entry does not automatically authorise employment, study or long-term residence, and border officers retain responsibility for assessing admissibility.

Travellers should confirm the latest requirements before departure, particularly passport validity, vaccination rules and permitted length of stay. The wider mobility gap remains visible in Africa’s 2026 passport rankings, which show large differences in the access enjoyed by citizens across the continent.
