RWANDA is accelerating efforts to integrate nuclear energy into its national power mix, following a positive assessment by the International Atomic Energy Agency (IAEA), which highlighted significant progress in regulatory, technical and planning frameworks.
The review, released after a March 2026 mission conducted at Kigali’s request, evaluated the country’s readiness to develop a safe, secure and sustainable nuclear power programme.
Nuclear to anchor long-term energy strategy
Kigali is positioning nuclear energy as a central pillar of its long-term electricity strategy, with officials projecting that between 60 percent and 70 percent of total power generation could eventually come from nuclear sources.
This ambition reflects Rwanda’s push to secure reliable baseload electricity, reduce reliance on imports and fossil fuels, and support industrial growth.
Authorities expect the country’s first small modular reactor (SMR) to become operational in the early-2030s, marking a critical milestone in its energy transition.
IAEA review highlights regulatory progress
The IAEA said its review team observed steady progress in building the foundations required for a nuclear energy programme, including legal, institutional and technical readiness.
Key developments include drafting a comprehensive nuclear law, strengthening regulatory oversight, and conducting site surveys to identify potential locations for the planned SMR project.
The mission also highlighted Rwanda’s strong coordination across government institutions and early engagement with stakeholders as areas of best practice for emerging nuclear nations.
Strong institutional commitment
Mehmet Ceyhan, technical lead of the IAEA’s nuclear infrastructure development section and head of the mission, said Rwanda’s level of preparation reflects a coordinated national effort.
‘The level of preparation and involvement from all participating organisations reflects a deep commitment to advancing the nuclear power programme,’ he said.
Energy security and regional implications
Rwanda’s nuclear ambitions come amid growing interest across Africa in diversifying energy sources to meet rising demand while limiting emissions.
Small modular reactors are increasingly viewed as a viable solution for countries with smaller grids, offering flexibility, lower upfront costs and enhanced safety features compared to conventional plants.
For Rwanda, nuclear energy is expected to complement existing investments in hydropower, solar and methane gas, helping stabilise supply and reduce vulnerability to climate variability.
Outlook
While the early-2030s timeline remains ambitious, the IAEA’s positive assessment suggests Rwanda is making tangible progress in its preparatory phase.
The next stage will focus on finalising legislation, strengthening regulatory institutions, mobilising financing and building technical expertise ahead of construction. The agency has also recommended further alignment of national policies with international safety standards before deployment.
If successfully implemented, Rwanda’s nuclear programme could position it as one of Africa’s early adopters of SMR technology, offering a potential model for other countries seeking to modernise their energy systems.
