RWANDA has taken a significant step towards promoting sustainable mobility

ucing carbon emissions by abolishing import taxes on electric vehicles and hybrids, including electric motorcycles. The decision aims to encourage the adoption of electric vehicles and contribute to a cleaner and greener future, as announced by Minister of Finance and Economic Planning Uzziel Ndagijimana.
‘To expedite the adoption of electric vehicles and mitigate emissions associated with petroleum-based transportation, imported electric cars, hybrid cars, and even imported electric motorcycles will be exempt from customs taxes,’ Minister Ndagijimana stated on Thursday while presenting the 2023-2024 fiscal year budget to the Rwandan parliament.
The government’s move reflects its commitment to incentivise the usage of electric vehicles and promote sustainable transportation options while reducing reliance on fossil fuels. By removing import taxes, Rwanda aims to make electric vehicles more affordable and accessible to its citizens, fostering a transition towards a greener transportation sector.
In addition to the tax exemptions on electric vehicles, Minister Ndagijimana also announced that the government will slash customs duties on a range of imported commodities, including rice, sugar, cooking oil, and fish. This measure aims to make essential goods more affordable for the Rwandan population.
Rwanda has been actively pursuing sustainable transportation initiatives, including the launch of a pilot project for electric motorcycles in the capital city of Kigali in 2021. These efforts align with the country’s ambitious goal of becoming a carbon-neutral economy by 2050.
Reports from the Rwandan government indicate that the majority of greenhouse gas emissions from road transport are attributed to cars and motorcycles. A 2017 study by the Rwanda Environment Management Authority (REMA) highlighted vehicle emissions as the primary contributor to poor air quality in the country’s cities.
Rwanda’s decision to eliminate import taxes on electric vehicles and hybrids marks a significant milestone in its journey towards a more sustainable and environmentally friendly transportation system. It demonstrates the government’s commitment to addressing climate change and promoting a greener future for its citizens.
