Keypoints:

  • Five reports frame Ghana’s 2027 priorities
  • AU integration agenda shapes Mahama’s task
  • Focus now shifts from planning to delivery

GHANA is moving early to shape President John Mahama’s 2027 African Union chairmanship after a high-level committee completed its mandate and submitted five reports designed to turn Ghana’s year at the helm of the continental body into a defined programme of priorities and action.

The handover matters beyond ceremony. Mahama will hold the AU’s rotating one-year political chairmanship at a moment when the organisation is marking its 25th anniversary and pushing member states to accelerate integration, air connectivity and the use of new technologies across the continent.

Five reports set the groundwork

The High-Level Committee of Experts, chaired by Foreign Affairs Minister Samuel Okudzeto Ablakwa, was established by Mahama to prepare a strategy document, priority pillars and a work programme for his 2027 chairmanship.

The committee handed the five reports to Mahama at the Presidency on Friday, August 21, with Ablakwa presenting their highlights.

The detailed recommendations have not been publicly released, so the precise initiatives Mahama will champion remain unclear. But completing the work months before the chairmanship begins gives Accra time to refine priorities, build diplomatic support and align Ghana’s programme with the wider AU agenda.

Ablakwa said Mahama’s tenure was expected to be ‘transformative and impactful’, citing the preparatory work and the President’s broader vision for Africa.

That ambition is consistent with Mahama’s broader argument that Africa must shape the emerging global order rather than remain a passive participant in decisions affecting the continent.

A landmark year for the AU

The timing gives Ghana’s preparations added weight. At its February 2026 summit, the AU Assembly formally adopted the 2027 theme, ‘AU at the Dawn of its 25th Anniversary: Leveraging the Full Potential of SAATM & New Technologies for Continental Integration’.

The Single African Air Transport Market, or SAATM, is intended to liberalise aviation services and improve connectivity between African economies. Yet African ministers are still pressing governments to remove barriers to cheaper and better-connected flights across the continent.

The technology component also intersects with the African Continental Free Trade Area. AfCFTA implementation is beginning to move trade under common rules, but uneven tariff application, border costs and regulatory differences continue to limit the scale of the single market.

Integration becomes the test

Mahama will inherit a continental agenda crowded by conflict, debt pressures, climate shocks and demands for stronger African influence in global institutions.

The rotating chairmanship does not give him executive control over the AU Commission, but it offers a prominent platform for agenda-setting, diplomacy and consensus-building among member states.

Ghana therefore faces a strategic choice: attempt to address every continental challenge or concentrate political capital on a smaller set of deliverable priorities.

Recent AU data underlines the economic stakes. An August 2026 publication says 85 percent of Africa’s trade still flows outside the continent, while more than 60 percent of intra-African trade consists of manufactured goods.

The figures suggest deeper regional commerce could help African economies retain more value, strengthen regional value chains and support industrialisation.

From reports to delivery

The five reports will matter only if their recommendations translate into measurable action.

For Mahama, the opportunity is to connect Ghana’s advocacy for African self-reliance with existing AU commitments on trade, mobility, aviation, technology and institutional reform. The challenge will be persuading governments with different political and economic interests to move together.

With the committee’s mandate complete, attention now shifts to which recommendations Mahama adopts and which priorities Ghana elevates as his 2027 chairmanship approaches.

The strategic groundwork is laid. The harder test is whether Ghana can turn its roadmap into continental results.
