GHANA’S proposed Women’s Development Bank has moved closer to the licensing stage after the government deposited GH¢400m ($34.9m) into an escrow account at the Bank of Ghana, according to Finance Minister Dr Cassiel Ato Forson.
Forson said the transfer provided the capitalisation needed for the central bank to begin assessing the proposed institution. The payment does not constitute a banking licence, while the government’s goal of opening the bank before the end of 2026 remains dependent on regulatory approval.
Capital moves into place
Forson disclosed the payment on July 9, 2026, during Vice-President Naana Jane Opoku-Agyemang’s working visit to the Ministry of Finance.
The minister said the Bank of Ghana was beginning its assessment and that the next stage would involve appointing a governing board and management team. Those appointments form part of the requirements that must be completed before the proposed bank can begin operating.
The transfer broadly aligns with Ghana’s 2026 Budget, which provided GH¢401m for the proposed institution. Detailed expenditure tables listed GH¢401.27m against the budget line ‘Capital – Women’s Development Bank’.
The budget said the allocation would help crowd in finance for women-owned micro, small and medium-sized enterprises and provide affordable funding to entrepreneurs.
Licence still determines opening
Forson described GH¢400m as the proposed bank’s capitalisation amount. However, the public disclosures reviewed do not identify the precise licence category being pursued or the capital threshold the Bank of Ghana will ultimately apply.
Capital is only one part of the licensing process. The regulator must also assess the institution’s ownership, directors, executives, governance arrangements, business plan, risk controls and operational readiness before granting permission to accept deposits or provide banking services.
The distinction is important following Ghana’s financial-sector clean-up and the losses caused by the domestic debt exchange. Although Ghanaian banks have been rebuilding after the debt shock, regulatory scrutiny remains central to protecting depositors and maintaining public confidence.
Forson said the government wanted the bank operational before the close of 2026. His comments place the project at the assessment stage, making that date a government target rather than a confirmed opening timetable.
Funding gap remains the test
The proposed institution is intended to improve access to affordable finance for women entrepreneurs who may struggle to meet conventional collateral requirements.
Across Africa, women-owned and smaller businesses face persistent difficulties accessing appropriately priced credit. Recent efforts to build homegrown funds for African SMEs show that public institutions, development lenders and private investors are increasingly testing blended-finance models to close the gap.
Existing programmes also suggest that credit is most effective when combined with business training, market access and stronger financial management. Ecobank’s Ellevate programme, for example, provides financial and non-financial support for women-led firms.
The new bank must therefore explain who will qualify for financing, how loans will be priced and whether it will lend directly or work through existing financial institutions.
The bank will also need transparent governance safeguards to ensure lending decisions are independent and its operating model remains financially sustainable.
What happens next?
The immediate priorities are completing the Bank of Ghana’s assessment and appointing qualified directors and executives. The government will also need to publish eligibility rules, governance safeguards, the bank’s operating model and a realistic launch timetable.
The escrow transfer shows that the project has progressed beyond the proposal stage. It does not yet establish that the Women’s Development Bank is licensed or ready to receive customers.
