GHANA will stop unrefined gold doré handled through Self-Financing Aggregator arrangements from leaving the country from September 1, requiring the metal to pass through approved domestic refineries before it can be exported.
The move marks a significant escalation in Ghana’s drive to extract more value from its booming gold industry. Rather than restricting gold exports themselves, the Ghana Gold Board (GoldBod) is making domestic refining a condition for exporting doré bought by Self-Financing Aggregators under arrangements with approved offtakers.
GoldBod’s August 24 compliance notice is unequivocal: ‘No gold doré shall be exported in its unrefined state.’ The directive requires affected aggregators to ensure that gold is refined in Ghana before export from September 1.
Refining becomes export gateway
Self-Financing Aggregators must amend existing agreements with approved offtakers by August 31 to include the new local-refining requirement.
GoldBod will process export requests only after establishing that the gold has been refined in Ghana, relevant refining charges have been settled and assay, regulatory and export requirements have been met.
Refining must take place at a facility approved or designated by GoldBod, while the cost will be borne by either the aggregator or approved offtaker according to their commercial arrangement.
Failure to comply could result in export approvals being refused or suspended, administrative sanctions or the suspension or revocation of licences.
Ghana wants more value at home
The directive turns Ghana’s value-addition ambitions into an enforceable export condition.
GoldBod has already made domestic processing central to its strategy for large-scale mining. In June, it reached an agreement to buy 30 percent of the output of Ghana’s large-scale mines, with purchases made locally in doré form.
‘All doré gold bought by the GoldBod will be refined locally to ensure local value retention,’ the Board said in announcing the arrangement.
The policy is intended to help Ghana secure London Bullion Market Association accreditation for at least one domestic refinery by 2030 and supports President John Mahama’s stated ambition of achieving zero raw mineral exports by that year.

Record volumes raise the stakes
The volumes involved make the September 1 change economically significant.
GoldBod says artisanal and small-scale mining gold exports increased from 63 tonnes in 2024 to 104 tonnes in 2025, generating approximately $10.8bn in export revenue.
The surge has made artisanal gold an increasingly important source of foreign exchange and strengthened the government’s argument for exercising greater control over how the mineral is bought, processed and exported.

Refinery capacity faces test
The implementation test will now be whether Ghana can expand local refining without creating delays or additional costs that weaken the competitiveness of the formal gold trade.
Aggregators operate in a business where financing, speed and narrow margins matter. Refinery bottlenecks could therefore complicate the transition if available processing capacity does not keep pace with Ghana’s rapidly growing artisanal gold volumes.
But if the system works efficiently, the September 1 rule could represent a structural shift in Ghana’s mineral economy.
Instead of focusing only on how much gold is exported and how much foreign exchange returns to the country, Ghana is increasingly seeking to capture the processing value created before the metal reaches international markets.
The message behind the directive is therefore bigger than an export restriction: Ghana wants more of the wealth generated by its gold to remain at home.
