What the official rules say
The Immigration and Citizenship Service states on its official tourist visa-on-arrival page that citizens of Kenya and Djibouti with valid passports may enter Ethiopia without obtaining a visa. No other nationality is listed under the portal’s visa-exemption section.
That means Ghanaian, Nigerian and South African citizens are not covered by the visa-free provision. The same position applies to citizens of other countries not named in the exemption.
However, the distinction is important: absence from the visa-exempt category does not amount to an entry ban, nor does it show that those countries were recently removed from a broader visa-free arrangement.
E-visas remain open globally
Ethiopia’s official tourist e-visa page says citizens of all countries are eligible to apply for an electronic tourist visa when they meet the stated conditions.
Applicants must submit a recent passport-sized photograph and a passport valid for at least six months from their intended entry date. The tourist e-visa is issued for a single entry and is available for stays of up to 30 or 90 days.

Ethiopia’s portal maintains a separate list of nationalities eligible for tourist visas on arrival. Travellers should consult the live list before departure rather than assuming that eligibility for an e-visa automatically guarantees access to a visa on arrival.
