AFRICAN countries are accelerating investment in alumina refining as global demand rises, targeting a share of a $67bn market while seeking to capture more value from vast bauxite reserves long exported in raw form.

While Africa holds nearly 30 percent of global bauxite reserves, it contributes less than 1 percent of alumina production. Governments are now pushing downstream processing to boost revenues and reposition the continent within global industrial supply chains shaped by China, Europe and the United States.

Africa shifts from ore to industry

The move into alumina refining marks a decisive break from Africa’s long-standing role as a supplier of raw materials. For decades, bauxite-rich countries exported unprocessed ore, leaving value creation—and industrial jobs—elsewhere.

In Guinea, for instance, bauxite exports have surged on the back of Chinese demand, cementing its position as the world’s top supplier. Yet this export model has exposed structural imbalances and renewed pressure for local processing.

Across the continent, similar debates are unfolding, with governments seeking to align mining with broader industrial policy and long-term economic transformation.

With the global alumina market projected to reach $67bn by 2032, refining is increasingly seen not just as an upgrade—but as a strategic imperative.

Global powers compete for Africa’s minerals

The push for refining is unfolding amid intensifying global competition over mineral supply chains.

China continues to dominate alumina refining and aluminium production, controlling large segments of the downstream value chain. Western economies, meanwhile, are moving to diversify supply sources and reduce reliance on Chinese processing capacity.

This creates an opportunity for Africa—but also raises the stakes.

Countries that integrate extraction with processing stand to gain strategic leverage. Those that remain exporters of raw ore risk being locked into low-value segments of the global economy.

Guinea’s policy direction reflects this shift. The government has taken a more assertive stance over resource control, including seizing foreign-held bauxite assets and pushing for domestic refining commitments.

Nigeria links gas to industrial expansion

Nigeria is positioning itself at the forefront of this transition, linking mineral development with its broader industrial and energy strategy.

The country is advancing its first large-scale alumina refinery, backed by $1.3bn in financing from the Africa Finance Corporation and the Solid Minerals Development Fund.

The planned one million-ton-per-annum facility is expected to generate around $1.2bn annually in GDP contributions while supporting Abuja’s goal of increasing mining’s share of the economy from 1 percent to 10 percent.

Powered largely by domestic gas, the project ties into Nigeria’s Decade of Gas initiative, addressing one of the sector’s biggest constraints—reliable energy supply.

Speaking earlier this year, Minister of Solid Minerals Henry Alake said the government is prioritising local value creation.

‘We don’t want corridors exporting internationally; we want factories across borders to create jobs and generate value locally,’ he said.

Guinea and Ghana scale refinery ambition

Guinea remains central to Africa’s refining ambitions, targeting six alumina refineries by 2030 with a combined capacity of 7 million tons per year.

Construction is already underway on a $1.2bn refinery in Boké, led by the Winning Consortium Alumina Guinea, with backing from international partners including China’s State Power Investment Corporation and Chinalco, as well as Alteo and Alcoa.

At the same time, the country continues to expand its export base. Recent data shows record bauxite shipments and rising infrastructure investment, reinforcing its global dominance while increasing pressure to move up the value chain.

Ghana is pursuing a similar strategy, targeting between 4 and 6 million tons of alumina capacity through partnerships with Mytilineos SA to strengthen local beneficiation and industrial output.

Elsewhere, Cameroon is emerging as a potential new entrant, with Canyon Resources advancing feasibility studies tied to its Minim Martap project.

Investors weigh returns against rising risks

For investors, Africa’s refining push offers strong upside. Alumina processing delivers higher margins than raw exports and creates opportunities across logistics, power and manufacturing.

Yet the risks remain substantial.

Regulatory uncertainty continues to shape investor sentiment. Disputes such as multi-billion-dollar arbitration claims linked to mining licences highlight the complexities of operating in evolving legal environments.

Infrastructure constraints—including energy, transport and water supply—also remain key barriers to scaling refinery projects.

While institutions such as the Africa Finance Corporation are stepping in, large-scale projects still depend on long-term policy stability and coordinated industrial planning.

A continent at a strategic inflection point

Africa now faces a defining moment in its resource development trajectory.

The convergence of rising global demand, shifting geopolitical dynamics and domestic policy reform has created a narrow window for transformation.

If successfully executed, alumina refining could reposition bauxite-rich countries as industrial hubs, capturing more value and strengthening economic resilience.

If not, the continent risks reinforcing its role as a supplier of raw materials in an increasingly competitive global economy.

Industry turns to coordination and execution

As projects gain momentum, attention is shifting from ambition to execution.

Industry platforms are expected to play a critical role in aligning stakeholders and unlocking investment. African Mining Week 2026, scheduled for October 14–16 in Cape Town, will bring together investors, developers and policymakers to address financing gaps and operational challenges.

With multiple refinery projects advancing across West and Central Africa, alumina refining is emerging as one of the clearest tests of Africa’s ability to convert resource wealth into sustained industrial growth.
