THE African Development Bank (AfDB) has launched a series of Country Focus Reports aimed at enhancing policy dialogue on the macroeconomic performance and outlook of individual African nations. These reports serve as an essential resource for policymakers, governments, and development partners, providing in-depth analysis and country-specific dynamics.
Aligned with the theme of the 2024 African Economic Outlook report, titled Driving Africa’s Transformation: The Reform of the Global Financial Architecture, these Country Focus Reports offer detailed insights into the unique economic landscapes of each of the 54 African countries. The annual African Economic Outlook report delivers timely evidence and analysis on the continent’s growth, enabling African policymakers to make informed decisions.
The 2024 Country Focus Reports assess the experiences of individual countries in accessing the necessary finance to support their structural transformation. They call for a comprehensive overhaul of the global financial architecture to better meet the development financing needs of African economies, which are exacerbated by recurrent global and domestic shocks.
Prof. Kevin Chika Urama, Chief Economist and Vice President for Economic Governance and Knowledge Management at the AfDB, emphasised the importance of these reports. ‘The reports make bold recommendations for financing structural transformation at the country level through reforms of the global financial architecture to better respond to African countries’ growing development financing needs,’ he said.
Key recommendations from the reports include:
Leveraging private sector financing: Emphasising the importance of greater private sector participation to complement public investments, particularly in areas with high social returns such as climate action and human capital development.
Ramping up climate finance: Advocating for a reformed global climate finance architecture to strengthen coordination and facilitate access for African countries, which contribute the least to the climate crisis yet are the most affected.
Reforming multilateral development banks (MDBs): Calling for MDBs to revise their business models to provide long-term concessional financing at scale, bolster their capital positions, and ensure that countries with the greatest needs receive the most support.
Reforming debt resolution mechanisms: Recommending radical reforms for more responsive debt resolution mechanisms, including innovative market-based solutions, debt relief for climate action, and sustainable debt management systems.
Enhancing domestic resource mobilisation: Encouraging African countries to strengthen domestic revenue mobilization through improved tax policies, combating illicit financial flows, and leveraging abundant natural resources to finance their structural transformation.
These comprehensive reports document funding needs and gaps, highlighting the inadequacies of the current global financial system in supporting Africa’s long-term development goals up to 2063. They provide pragmatic short, medium, and long-term policies to accelerate economic growth and structural transformation across the continent.
