THE African Development Bank (AfDB) has debarred Chinese construction company Hangzhou Fuchuan Electric Equipment Co., Ltd. for 36 months after uncovering fraudulent practices in a Zambia-based power infrastructure project.
Falsified documents in Zambia project
According to a statement from the Bank, the sanction follows an investigation by the AfDB’s Office of Integrity and Anti-Corruption, which determined that the company submitted falsified manufacturers’ authorisations during its bid for the Itezhi-Tezhi Hydropower and Transmission Line Project.
The project, financed by the AfDB, aimed to boost Zambia’s electricity transmission capacity by constructing key infrastructure and supplying essential power equipment. The submission of falsified documentation was found to have breached the Bank’s integrity and procurement rules.
Sanctions and reinstatement conditions
During the 36-month debarment period, Hangzhou Fuchuan Electric and its affiliates will be ineligible to participate in any AfDB-financed projects. The company may be considered for reinstatement after the period ends, provided it satisfactorily completes an integrity compliance programme consistent with the Bank’s standards.
The AfDB noted that the penalty underscores its zero-tolerance stance on corruption and fraud, ensuring that public development resources are protected from misuse.
AfDB reaffirms integrity commitment
In its announcement, the AfDB reaffirmed its commitment to promoting transparency and accountability across its operations.
‘The African Development Bank remains resolute in safeguarding the integrity of its projects and ensuring that its resources are used exclusively for Africa’s sustainable development,’ the Bank said.
The debarment adds to a growing list of disciplinary actions taken by the institution against companies and individuals found to have violated its procurement integrity framework, reflecting a firm approach to governance and ethical compliance.
